Do the recipes stay if the original video is deleted?

Yes, provided you saved it. A saved recipe is stored as text against your account rather than as a bookmark pointing at the post, so it survives the creator taking the video down.

What about videos with no voiceover or caption?

Those are the interesting case, and they usually still work: the on-screen text and the footage itself carry enough information. Where a quantity genuinely never appears anywhere, the recipe carries an estimate, so check measurements before cooking.
